Rochelle Swanson, Special Counsel with Lowenthal since 2018, has nearly 20 years of combined experience working as an attorney, land use consultant, and city official.
A land use attorney and long-time civil servant, Rochelle brings tremendous knowledge and experience to any project. She was first elected to the Davis City Council in 2010, then reelected in 2014. As a city council member, Rochelle led efforts to develop a sustainable budget and establish Davis as a leader in regional economic development to support her community’s quality of life and contribute to the region’s vibrancy. A former President of the Blue and White Foundation, Rochelle successfully raised funds and worked closely with the school district on the construction of the Davis High School stadium, which was a significant undertaking. Concentrating in the areas of land use and planning, entitlement, building and development, local government process, and telecommunications, Rochelle now advises private sector clients on real estate development contracts involving zoning laws, building ordinances, construction permits, entitlements, and land use ordinances, particularly in Davis and throughout Yolo County.
Rochelle received her J.D. from McGeorge School of Law in 2003 and a bachelor’s degree in Political Science from UC Davis in 1996. Prior to joining Lowenthal APC in 2018, Rochelle worked in land use consulting with a focus on entitlements and government and community relations, particularly within the telecommunications industry. Rochelle has called Davis home since 1993 and raised her three sons here.
